KANSAS CITY, Mo. (KCTV) – A rain delay didn’t dampen spirits at FIFA Fan Festival Sunday afternoon.
Organizers pushed back the time the festival opened to the public because of a rainy morning. The delay caused a ripple effect to the day’s schedule.
