Knoxville City Council approves $350M capital plan, including Western Heights and Chilhowee Park projects

KNOXVILLE, Tenn. — Knoxville’s 2026-27 capital improvements budget includes $2 million for Chilhowee Park, with specific uses for the money still to be determined through community input and collaboration.
