PHOENIXVILLE, Pa. – A man has been charged after sending a minor to school with a firearm in Phoenixville.

Russell Matthews, 58, of Phoenixville, is charged with Endangering the Welfare of Children and Recklessly Endangering Another Person, according to a press release from the Chester County DA’s Office.
