Lancaster County man charged with intentionally hitting juvenile bicyclist with vehicle has case proceed to county court

LANCASTER COUNTY, Pa. — A Lancaster County man charged with intentionally hitting a juvenile bicyclist with his vehicle in a road rage incident will have his case proceed to county court.

According to the Office of Lancaster County District Attorney Heather Adams, Richard K. Parmer, 64, of Penn Township, waived his preliminary hearing on one count each of recklessly endangering another person and reckless driving in relation to the incident.

Parmer is accused of hitting the victim along the 100 block of North Market Street in Mount Joy on Feb. 18. Videos taken by the victim reportedly show Parmer in his SUV and honking his horn at the victim from behind, eventually hitting him around 3 p.m…
