More People Sleeping With No Tent, Car or Shelter as Encampments Fall, RAND Finds

LOS ANGELES -A new RAND report found that while homeless encampments continued to decline across Venice, Hollywood and Skid Row in 2025, more unhoused people are now sleeping without tents, vehicles or any other form of shelter.

The number of so-called “rough sleepers” rose 20% last year, reaching the highest level recorded in the four-year study.

The findings complicate the idea that fewer tents on the street means fewer people are living outside. RAND found the overall unsheltered population across the three neighborhoods remained statistically unchanged between December 2024 and January 2026…
