LUBBOCK, Texas — Arthur Soto, 39, was arrested and charged on Thursday with indecency with a child involving sexual contact. He also faces two counts of driving without a license and violating a promise to appear after a warrant was activated for his arrest.
According to an affidavit obtained by EverythingLubbock.com, the incident occurred in April 2026. Lubbock authorities received a call from school staff reporting that a student had been picked up by a male, later identified as Soto, for a doctor’s appointment. When the student returned to the school, the staff found her in tears.

Court documents indicate that school staff conducted an investigation, which determined that the juvenile victim was picked up by Soto and was traveling in an unknown direction in his vehicle. The juvenile victim told the school nurse that while they were traveling in the vehicle, Soto started to touch her thigh and leg area, and also began to touch her chest area, according to court documents.
