Retired FBI agent reflects on ‘Phoenix Memo’ warning ahead of 9/11 attacks

PHOENIX (AZFamily) — An FBI memo written in Phoenix weeks before the Sept. 11, 2001, attacks flagged possible terror suspects training at Arizona flight schools, a warning that was largely overlooked at the time.

The memo, later known as the “Phoenix Memo,” was written by FBI agent Ken Williams.
