Scottsdale police warn ATM users after skimming arrests

Scottsdale police arrested three suspects and were still looking for a fourth in connection with an ATM fraud scheme.

According to a Facebook post on Thursday night, Robert Mario Olteanu, Fernando Emanuel Cojocaru and Petrican Filon were arrested and accused of installing illegal skimmers in ATM card readers. They were booked into Maricopa County Jail on six felony charges.

The arrests of Olteanu and Cojocaru led police to the residence of the “main suspect.” A search warrant was executed at the location, resulting in the arrest of Petrican Filon.

Detectives found multiple skimmers and cameras on ATM machines at bank branches and convenience stores around the Valley. Police said images of Eduard Ichim, still at large, were captured by one of those cameras and were being used by Scottsdale police to help locate him.

In August, a victim reported unauthorized use of his credit card number at an ATM in Scottsdale, despite not losing or misplacing his card. That prompted authorities to launch a monthslong investigation, ultimately leading to the search for Ichim.
