MILWAUKEE — The Housing Authority of the City of Milwaukee (HACM) Board of Commissioners appoints Harold S. Ince, Jr. as its next Secretary-Executive Director. He replaces Willie Hines, who retired in December 2024 amid allegations of deplorable living conditions by residents and financial mismanagement.
Ince most recently served as Executive Director of the Flint Housing Commission, and previously held senior leadership roles with the Detroit Housing Commission and the Housing Authority of the City of New Haven.
