North Minneapolis Petition Targets Broadway Daycare Near Clinic

Neighbors on West Broadway are bracing for a showdown over where kids and people in recovery should spend their days. After the city issued a building permit for a new childcare center right next to an opioid-treatment clinic in North Minneapolis, local group Project Refocus launched a petition, arguing the setup raises immediate safety and planning questions for North Side families and for patients who depend on treatment services.

Project Refocus executive director KB Brown started the petition and told the Minnesota Spokesman-Recorder that “Children deserve safe, stable and developmentally appropriate environments,” while also stressing that people receiving treatment deserve dignity and privacy. As reported by the paper, Brown said he has found needle litter at the strip mall and that his volunteers clean the area multiple times a week. City staff also told the outlet, “A building permit has been issued for a childcare center at 1000 W. Broadway.”

Who Signs Off on Child Care and Clinics?

The Minneapolis Department of Community Planning and Economic Development, known as CPED, is responsible for deciding whether a child care center is allowed at a specific address under city zoning rules. Licensing and health inspections, though, fall to state agencies instead of City Hall.
