Investigators relied on cellphone and vehicle location data, property records, surveillance and interviews with people connected to several Stockton and Lodi addresses as they investigated allegations against Stockton City Council candidate Desiree Lynch, according to court records obtained by The Record.
The 21-page probable cause statement for the issuance of an arrest warrant, prepared by San Joaquin County District Attorney’s Office investigator Ross Martin, details investigators’ efforts to determine where Lynch lived before and after she registered to vote and filed to run for Stockton City Council District 5.
