Stockton homeless encampment returns hours after city cleanup

STOCKTON, Calif. — Just hours after an all-day cleanup effort, homeless people had returned Saturday to a longtime encampment in Stockton’s Mormon Slough area, frustrating nearby churchgoers and advocates who say temporary sweeps are not solving the problem.
