State launches funding program for vulnerable youth to cheers peppered with disappointment

SACRAMENTO, Calif. — For Stockton High School senior Simeon Rangel, he said his living situation isn’t always easy, financially speaking and emotionally, since his dad went back to Mexico.

“A lot of situations I was dealing with in my head,” Rangel said. “I was struggling a lot.”

“Whatever I get, I am definitely going to be grateful for it because it’ll get me one step closer or two steps, ten steps, closer to my goal,” Rangel said…
