HORRY COUNTY, S.C. (WBTW) — The South Carolina Technical College System has released its 12-page academic integrity investigation report following allegations that members of Horry-Georgetown Technical College’s administration fraudulently changed grades for dozens of students.
The South Carolina Technical College System Office was notified on Feb. 5 by the Office of the State Inspector General of a complaint alleging “mismanagement of employees” by HGTC, according to the report. The complainant specifically alleged that members of HGTC’s administration had fraudulently changed some students’ grades.

“It was made clear to participants in this investigation that this investigation was focused exclusively on academic integrity, in part because grade change allegations had emerged peripherally during a prior personnel investigation at HGTC,” the report says. “Guiding questions were developed to ensure focus and scope remained consistent throughout the investigative process.”
The report shows that more than a dozen interviews were conducted between Feb. 24 and April 15. Two people declined to participate in interviews — a faculty member who the report says was unaware of the allegations — and a former dean/assistant vice president who declined based on “unspecified fears of potential retaliation.”…
