HORRY COUNTY, S.C. (WBTW) — Two former Horry County employees who were allegedly involved in a five-person sex scandal last year have re-filed separate lawsuits against county leaders after their joint lawsuit was dismissed without prejudice earlier this month.
Former police officer Kelsey Manemeit re-filed her lawsuit on July 14, naming Horry County, former Deputy Administrator Randy Webster, Police Chief Kris Leonhardt, Van Sissell, Blake Klauder, and Administrator Barry Spivey. Former Horry County public information director Mikayla Moskov re-filed her lawsuit on Tuesday, which names Horry County, Leonhardt, and Spivey.
Moskov and Manemeit’s initial lawsuit, filed last November, claimed that sexual harassment from Webster, who announced his plans to retire on Oct. 17, 2025, and whose last day of work was Nov. 3, led to their resignations as part of an alleged sex scandal.

The 34-page complaint alleges that Webster sexually harassed Manemeit and sent her text messages over five months. Manemeit’s attorney, Jonny McCoy, said Manemeit first became acquainted with Webster in 2021 when she moved across the street from him with her then-husband, an HCPD officer, whom she filed for divorce from in March 2025 after he allegedly cheated on her.
