‘Kind of offended’: Subcontractor out $400K from contractor hired by Horry County

HORRY COUNTY, S.C. (WBTW) — A $20 million complex coming to Carolina Forest has a local subcontractor claiming to be out of hundreds of thousands of dollars after the general contractor hasn’t fulfilled promises.

Carolina Utilities and Sitework in Conway said Horry County hired lead contractor Cooper Tacia out of Raleigh, North Carolina.

The new Central Coast Complex building will be 43,000 square feet and will hold a county police precinct, administration offices and a magistrate court.

Carolina Utilities and Sitework Vice President Lance Tyler said they’re one of several subcontractors hired by Tacia and are now out almost $400,000.

“We pay county taxes, you know, I’ve been in this business for 35 years and we’ve had this company for the last 5 years, I don’t . . . I’m kind of offended,” Tyler said.

Tyler said his company started sitework in February, and issues started when change orders signed and approved in a contract were never followed through.

“We started hauling the dirt, it was a deficit, it was clearly not enough dirt, we hauled in the correct amount of dirt, it was almost $90,000 worth of dirt and they have just refused to pay it,” he said. “Just excuse after excuse after excuse.”
