On July 9, the New Orleans City Council approved a payment in lieu of taxes, or PILOT agreement, for The Rivana Apartments at the River District, clearing the way for 220 affordable homes on our riverfront.
As a native New Orleanian and a partner in the development, I have spent decades driving past that expanse of long-vacant land. In a city where over half the population struggles to pay rent, it’s been a depressing reminder of how much work our city has to do.
