Mamdani Rolls Out New Housing Tools To Help Owners Build More Homes In Historic Neighborhoods

The Mamdani administration has unveiled a new set of online tools and resources designed to make it easier for homeowners and property owners to create more housing in New York City’s historic neighborhoods while preserving landmarked buildings.

Mayor Zohran Mamdani and Landmarks Preservation Commission (LPC) Chair Lisa Kersavage announced the initiative, introducing a searchable interactive map, new guidance documents and a dedicated LPC team to help New Yorkers navigate the approval process for adding housing in historic districts.

The new resources focus on two key housing strategies: helping homeowners build Accessory Dwelling Units (ADUs), sometimes called backyard cottages or in-law apartments, and making it easier for landmark property owners to use Landmark Transferable Development Rights (TDRs), which allow unused development rights to be sold for nearby construction while generating revenue to preserve historic buildings…
