NRHA Board takes action after deplorable conditions are exposed in public housing neighborhood

NORFOLK, Va. (WAVY) — There are signs of long-delayed progress in Young Terrace just outside downtown Norfolk. While sewer lines were cleared and fitted with cameras, another crew picked up the pieces following years of neglect in a neighborhood built in the 1950s and slated for demolition in 2027.

When built, it had more more than 740 units; today about 600 units are occupied.
