Oakland tenant Peng Fei pointed at three large holes in a chain-link fence behind the affordable housing tower where he lives. The gashes had apparently been cut by burglars during a break-in earlier this month and crudely repaired by another piece of wire.
Tenants said that thieves entered the complex through the holes on Aug. 15 and smashed the lock on one apartment, waking up Peng’s neighbor at 2:30 a.m. The break-in rattled residents of the 130-unit building that houses very low-income seniors.
