Bicyclist sues Portland police after judge dismisses assault, other charges, cites officer’s unreliable testimony

A Portland man arrested without probable cause while riding his bike is now suing the city and two police officers for violating his civil rights.

Justin Knapp, now 30, spent half a year in jail before the charges were dismissed in September 2024. A judge deemed the arresting officer’s testimony unreliable.
