‘Loony Toon’ sentenced to 20 years for shooting at Milwaukie officers during traffic stop

MILWAUKIE, Oregon — A man who shot at officers while fleeing a traffic stop and eliciting a three-day search last year has pleaded guilty.

Loony John Franklin Kolb Toon, 43, was convicted on four counts of first-degree attempted assault with a firearm, unlawful use of a firearm, felon in possession of a firearm, and second-degree escape. He was sentenced to 20 years in prison, according to the Clackamas County District Attorney’s Office.

The sentencing stems from June 20, 2025, in which Toon fired at three Milwaukie officers that were pursuing him after he sped away from a traffic stop. Toon then abandoned his car near Southeast Tacoma Street and Southeast 26th Avenue, running onto the Eastmoreland Golf Course, where officers lost him…
