25-year-old Portland man sentenced for hitting agent with rock at ICE facility

PORTLAND Ore. (KPTV) – A Portland man was sentenced to two and a half years in prison on Thursday for hitting a federal officer in the head with a rock at the Portland U.S. Immigration and Customs Enforcement facility, according to the U.S. Attorney’s Office in Oregon.

According to court documents, on June 14, 2025, 25-year-old Robert Jacob Hoopes threw a rock that hit an ICE officer in the head, causing a “significant” cut over the officer’s eye. Later that same day, he and two other people were seen using a stop sign as a makeshift battering ram, damaging to the main entry to the ICE building.

On Aug. 5, 2025, Hoopes was indicted by a federal grand jury in Portland on charges of aggravated assault on a federal employee with a dangerous weapon and depredation of federal property.
