PORTLAND, Ore. (KATU) — Residents in Portland’s Woodstock neighborhood say they’re frustrated after a new photo circulating on social media appears to show a woman cutting flowers that don’t belong to her.
The image, shared by neighbors, appears to show the woman cutting flowers in front of Woodstock Elementary School. Several residents say their gardens have been repeatedly targeted over the past several months.
