PORTLAND, Ore. (KOIN) — The 18-year-old man who was shot and killed in Vancouver on Wednesday has been identified by the Clark County Medical Examiner.
Officials say Loic Swindler from Washougal was shot in the torso at a residence in the 4100 block of NE St. Johns Road.
The alleged shooter, 19-year-old Cash Cavett, was arrested in Portland hours after fleeing from the scene. He was booked in the Multnomah County Jail…
