Damascus man arrested for alleged fatal drunk driving crash

A Damascus man is in custody after a two-vehicle, serious-injury crash during the early morning hours Saturday, Sept. 14, in East Multnomah County.

At 3:01 a.m. Multnomah County Sheriff’s Office deputies responded to the 16500 block of Southeast Foster Road. Upon arrival they found one of the drivers dead. The other, Titas Shmigel, 29, was arrested and lodged at the Multnomah County Detention Center for second-degree manslaughter, reckless driving, reckless endangering of another person, failing to perform the duties of a driver and driving while under the influence of intoxicants.

Southeast Foster Road was closed for several hours between Southeast Jenne Road and 172nd while the East County Vehicular Crimes Team investigated. The identity of the victim will be released once family has been notified.
