City of Portland to pay $500K settlement after deadly Heidi Manor apartment fire

PORTLAND, Ore. ( KOIN ) – Portland City Council approved an ordinance Wednesday morning to pay $500,000 as part of a settlement after a deadly fire at a Northeast Portland apartment complex in 2021.

The settlement stems from a wrongful death lawsuit filed by the families of Kelsi Edmonds, Seth Thompson, and Robert Gremillion, who died from the four-alarm fire at Heidi Manor apartments on July 4, 2021.

Heidi Manor’s property owner Cosmo Investments, LLC., filed a third-party complaint against the City of Portland — alleging negligence contributing to the fire.

The fire started in the early morning at the apartment complex on Northeast Weidler. Investigators determined the fire started by fireworks inside a dumpster near a carport.

As a result of the fire, 31-year-old Robert William Gremillion, 31-year-old Seth Robert Thompson and 25-year-old Kelsi Edmonds died and six others were injured.

The settlement totals $900,000, with the City agreeing to pay $500,000 and the remaining $400,000 will be paid by an insurance company.
