Rockford hopes to boost housing development with zoning update

ROCKFORD, Ill. (WIFR) – One word dictates where nearly every building goes in Rockford: zoning.

“Zoning regulates the type of uses that can interact in our community, whether it’s residential, commercial, industrial,” explains Scott Capovilla, the city’s planning and zoning manager.
