Rock County Jail inmate has second hate crime charge in month

JANESVILLE — A man already in jail for allegedly running over a Black woman in a Beloit convenience store parking lot was charged with a hate crime toward a Hispanic male in the Rock County Jail.

Thomas Edward Tuminskas II, 51, Beloit, was charged with assault by a prisoner with a hate crime modifier, the second time in less than a month, after he filled a styrofoam container with urine and feces and threw it at a fellow inmate.

The incident happened in a lockdown unit in which only one inmate is allowed out of their cell at one time…
