ROCKFORD, Ill. (WTVO) — Officials say conditions are improving inside the Winnebago County Juvenile Detention Center, but staffing shortages and compliance issues remain ongoing challenges.
Leaders from the 17th Judicial Circuit’s Court Services division provided an update to the Winnebago County Board Thursday night, outlining recent trends, state evaluations, and planned improvements at the facility.
Fewer kids detained, but numbers still elevated
The detention center houses youth between the ages of 14 and 17 who are charged with serious felony offenses. Officials said that in recent years, state law changes have shifted away from detaining youth for lower-level offenses.
