A St. Paul daycare owner under investigation for fraud directed parents to list a fake business as their employer to qualify for taxpayer-funded assistance, court records show.
Search warrant affidavits filed by a Minnesota Bureau of Criminal Apprehension special agent indicate Diamond Daycare had been flagged to the state for suspicious activity as far back as 2018, though payments through the Child Care Assistance Program (CCAP) weren’t cut off until this year.
