A buyer hired a home inspector to look over a house in Clearwater, Florida, and paid him $440. During that visual inspection, the inspector found defects in the roof.

A roofing contractor then repaired the roof. On or about March 4, 2011, the inspector filled out a Citizens Property Insurance Corporation roof condition certification form for the house. It said there were no signs of damage, deterioration or leaks.

He had not looked at the roof again after the repairs. The buyer bought the house, and the roof leaked…
