Bexar appraiser takes legal action to stop controversial housing tax breaks

The leader of the Bexar Central Appraisal District is taking aim at faraway government agencies and investors over apartment complexes he says were erroneously wiped off the local tax rolls.

The arrangement has cost Bexar County, San Antonio and school districts millions of dollars in lost revenue.

Chief appraiser Rogelio Sandoval said in a legal action filed in early May that the agencies, known as traveling housing finance corporations, violated state law by acquiring properties and granting tax breaks far outside their boundaries in an “illegal shell-game.”…
