Wife of ringleader in alleged ‘illegal construction equipment enterprise’ targeting job sites across Bexar County has been arrested

BEXAR COUNTY, Texas — The Bexar County Sheriff’s Office has arrested a third suspect in an alleged construction material theft and resale operation targeting job sites across the county.

On Wednesday, investigators took 31-year-old Mercy Dubon into custody after BCSO identified her as the wife of the alleged ringleader, Rodrin Alexis Garcia Rivera.

The arrest follows a March investigation that began when deputies conducted surveillance at a residence tied to Garcia Rivera. On March 24, 2026, investigators said they observed him transporting equipment to a storage unit and engaging in a cash transaction with another suspect, Pedro Lozano Moreno, 68, involving copper wire.

Search warrants executed at the residence and storage unit led to the recovery of a large amount of stolen property, including about 6,200 circuit breakers valued at $420,000 and 837 bundles of Romex copper wiring valued at $143,000, according to the sheriff’s office.
