Traffic heading south on I-5 and I-805 was diverted to east SR-905 toward the Otay Mesa Port of Entry because of demonstration activity on the Mexican side of the border, according to Caltrans.
All lanes fully reopened for traffic heading south into Mexico through the San Ysidro Port of Entry as of 12:50 p.m. Thursday, Caltrans said in an update.
