Otay Ranch Village 8 East is getting a 270-unit apartment building where 267 homes will be income-restricted affordable rentals—a rare, large block of deed-restricted housing in one of Chula Vista’s fastest-growing areas.
Chula Vista’s zoning administrator approved the design review, according to the notice of decision. The developer, Meta Housing Corporation, will construct a single four-story building on a 7.56-acre site, containing 120 one-bedroom, 81 two-bedroom, and 69 three-bedroom units. This is a planning and design entitlement—the project still needs to clear building permits and satisfy later conditions before construction can begin.
Of the 270 units, 213 will be reserved for households earning at or below 80% of Area Median Income, and 54 for very low-income households earning at or below 50% of AMI. The three remaining units go to on-site staff…
