A wealthy California city manager allegedly drank an entire bottle of Grey Goose vodka onboard a yacht she had broken into as she blared its horn early Saturday morning.
Elaine Forbes, 53, who had been tapped to oversee the tony city of Sausalito just three weeks ago, was then taken into custody on suspicion of burglary charges.
