Former San Francisco Human Rights Commission Executive Director Sheryl Davis may have coordinated the hiring of her sister to run a city-funded youth program that her department failed to properly oversee, according to an audit released Wednesday.
The audit adds another dimension to the alleged mismanagement of city funds by a former official who was once a beloved community leader and powerful force in former Mayor London Breed’s administration and now faces criminal charges for alleged financial misconduct.
It also casts a negative light on the Japanese Community Youth Council, a longtime city partner that continues to receive taxpayer dollars to run the program today, finding that the nonprofit had “deficient fiscal controls.”…
