SANTA BARBARA, CA — A draft planning document from Santa Barbara County’s Department of Behavioral Wellness says the county has one of California’s highest arrest rates, especially among juveniles. The report also points to lower rates of mental health treatment and higher levels of youth homelessness than state averages.
The document frames those numbers as part of a broader set of disparities affecting residents who need behavioral health services and related support.
County arrest rates sit above state averages
According to the draft analysis, Santa Barbara County’s adult arrest rate is 3,214 per 100,000 people. That compares with 2,440 per 100,000 across California, putting the county more than 25% above the statewide figure.
The gap is even wider for young people. The report says 744.2 juveniles per 100,000 are arrested in Santa Barbara County, while California’s rate is 371.5 per 100,000. That difference is about 67%, and the county ranks fourth-highest among California’s 58 counties for minor arrest rates.
