California’s familiar drive-thru landscape could look very different in the years ahead. From Napa Valley to Los Angeles County, local governments are reconsidering whether restaurants, coffee shops, and other businesses should be allowed to build new vehicle-service lanes.
We should be clear about the scope of the change: California is not closing every drive-thru or imposing one statewide prohibition. What we are seeing is a growing patchwork of local zoning restrictions aimed primarily at new and expanded drive-thru facilities. Existing locations would generally continue operating, while future projects could face bans, moratoriums or intensive case-by-case reviews.
The latest push is centered in Napa, where planning officials have directed city staff to develop a far-reaching proposal that could prohibit new drive-thrus at restaurants and coffee shops. The regulations may eventually reach beyond food businesses to uses such as car washes and dry cleaners.
