Willis Knighton Medical Center has filed a Petition for Declaratory Judgment and Permanent Injunction against the city of Shreveport and Red River Express, LLC of Alabama, the entity seeking to build a privately-owned road in south Shreveport.
The Express is a planned road that extends La. 3132, traveling south from Flournoy Lucas Road between the Esplanade and Twelve Oaks subdivisions before turning east toward Bossier Parish and eventually connecting to the Arthur Ray Teague Parkway.
Driving on the road itself will be free. Red River Express, LLC President Tim James hopes to make a return on his investment from a toll paid by vehicles using the bridge that will be built. In 2025, construction of the roughly 9-mile road and bridge was estimated to cost more than $115 million.
Initially, according to the lawsuit, W/K supported the road. A primary benefit would be that the road would help reduce traffic, especially large commercial truck traffic, on Flournoy-Lucas Road, which is where Willis Knighton’s 300-acre The Oaks retirement community is located…
