SIOUX FALLS, S.D. (KELO) — Minnehaha County Commissioner Joe Kippley isn’t a fan of the state’s new absentee voting law that is tied to residency and federal ballot-only voting.
“I just feel like this is a pretty poorly written statute and a poor effort at addressing what is a governmental interest in having residents vote,” Kippley said.
While it seems as though common sense can be applied to law, he’s hearing from some constituents that is not what’s happening, Kippley said at Tuesday county board meeting.

South Dakota Law 12-4-1.3 addresses residency as it relates to voters who use a postal mail service business to establish an allowed state address. But, the new law says that an allowed postal service address isn’t enough when it comes to voting in state and local elections. The key piece is when a voter needs to register to vote, or an already registered voter applies for an absentee ballot.
