A judge heard about two hours of arguments Wednesday over which agencies and governments can be held liable in a wrongful death lawsuit stemming from the 2024 police shooting death of Joshua Musselman.
Some of the defendants in the lawsuit include the Washington Department of Corrections, Frontier Behavioral Health, the city of Spokane and Spokane County.
