Sheriff: East Texas woman, 2 inmates charged in jail tobacco smuggling scheme

An East Texas woman and two inmates were arrested on accusations of conspiring to bring tobacco products into the county jail.

According to the Jasper County Sheriff’s Office, Samantha Smith, 39, of Huntington, Joseph Perser, 31, of Pollock and Justin Hiltibrand-Lucas, 43, of Conroe, are all charged with bringing a prohibited substance into a correctional facility, a third-degree felony.

The office received information that on Aug. 1, Smith placed the tobacco products in the trash can of the women’s lobby restroom of the Jasper County Jail. According to the sheriff’s office, Perser, also the boyfriend of Smith, conspired with Hiltibrand-Lucas to retrieve the tobacco products and deliver them to Perser.
