Way back in the 1973-74 legislative session-my first-State Rep. Gene Hoffman crafted the Resouirce Equalizer State Aid to Education formula. The idea was to equalize financial resources among school districts. Much more money resulting from the institution of the state income tax provided a massive amount of money.
