SYRACUSE, N.Y. (WSYR-TV) — Three months after property group United Plus Property Management (UPPM) took over day-to-day operations at Nob Hill Apartments, one tenant still doubts the years of problems the group said it would work on are being addressed.
In his three years at Nob Hill, Sean Stanyon has seen it before. Once, a deadly fire broke out on Feb. 28, forcing him out of Building 3, and nearly six months later, he is still living in a temporary apartment elsewhere on the property.
