Syracuse, N.Y. — If the city permanently blocks off East Adams Street for Upstate University Hospital’s new emergency room, it could cause significant traffic bottlenecks all the way to Salt City Market unless changes are made to other streets, according to an analysis by the state DOT.
To prevent traffic jams, the city would have to modify at least one major intersection and possibly add a downtown roundabout. So far, neither state nor city officials have endorsed a specific traffic plan to make Upstate’s proposal work for motorists.
