GIBSONTON, Fla. (WFLA) — A Gibsonton man was arrested on Monday and accused of contracting without a license, according to the Highlands County Sheriff’s Office.
In February 2023, the Highlands County Sheriff’s Office launched an investigation into 48-year-old Justin Allen Hoover after a resident filed a complaint alleging they had paid him for work he did not perform.
