A routine hair appointment in Temple Terrace ended with missing hair, police body cameras and criminal charges after a customer says a disputed price turned into a violent confrontation that was all caught on video. The customer, a registered nurse, says she left the shop with chunks of hair gone and medical records documenting lasting damage.
Kathy Monroe says she called the salon the day before to confirm a $50 sew-in special and booked an appointment based on that price. After the service, she says owner Tyronese Bivens told her the bill was $130 and the disagreement quickly escalated. Monroe recorded the encounter, and the video shows Bivens pulling Monroe’s hair and going through her purse. Body-worn camera footage shows Bivens telling officers the customer “don’t wanna pay,” and Monroe ultimately handed over $120 while officers looked on, as reported by Tampa Bay 28.

Video, injuries and state review
Monroe kept the hair she says broke off during the struggle and provided medical records stating the incident aggravated a prior spinal injury; a dermatologist diagnosed permanent hair loss. She filed a complaint with the Department of Business and Professional Regulation, but the agency closed the matter citing lack of statutory jurisdiction. The cosmetology division received 2,607 consumer complaints and 269 administrative complaints in FY 2023–24, according to DBPR.
Temple Terrace police initially considered felony charges, but the State Attorney’s Office ultimately charged Bivens with misdemeanor battery and criminal mischief. Prosecutors said there was not sufficient evidence to pursue an aggravated-battery felony, and two attorneys declined to take Monroe’s civil case because Bivens does not carry professional liability insurance, as reported by Tampa Bay 28…
