Tampa Power Shuffle As Luis Viera Gives Up Council Seat To Chase State House

Tampa City Councilman Luis Viera is giving up his District 7 seat to take a shot at Tallahassee, formally resigning from the job while he runs for the Florida House. He filed paperwork on April 2, 2025 to run in House District 67, with his resignation listed as effective Nov. 2, 2025.

According to Tampa Bay 28, Viera turned in his resignation to comply with Florida’s resign-to-run rules and included a stamped letter spelling out his intent to leave. The station reports that the letter and filing were submitted with his April 2, 2025 candidate paperwork for HD 67 and notes that Viera has logged more than nine years on the Tampa City Council.

Viera’s record in Tampa

According to the City of Tampa, Viera has represented District 7 through multiple terms and chairs the council’s Public Safety Committee. His official biography also highlights his service on the Hillsborough Area Regional Transit (HART) board along with his legal and community advocacy background. Campaign materials and local coverage have consistently framed his push for public-safety investments as a central piece of his political brand.

Council vacancy and resign-to-run rules

Florida’s resign-to-run statutes require certain officeholders to submit a resignation when they seek another elected post, a requirement that local outlets quickly noted once Viera jumped into the state race. As reported by Creative Loafing, that resignation in many cases must be filed before qualifying and can be written to take effect when the new officeholder is sworn in. City documents and the Tampa charter outline how vacancies are handled and give City Council authority to appoint an interim member or otherwise follow the charter timeline for filling the seat, in line with the council’s procedure document.

The state race picture

House District 67 is currently represented by House Democratic leader Fentrice Driskell, who first won the seat in 2018 and is now term-limited, which leaves the seat open for 2026. Tampa Bay 28 notes Driskell’s role and the coming open contest, while local reporting has tracked Viera’s early backing from first-responder groups along with an initial fundraising push. Those endorsements, paired with his public-safety record, are expected to shape how Viera talks to voters as the HD 67 field takes shape…
